(Educational Incentive Program)

2007 EIP applications available on-line:

EIP stands for the Educational Incentive Program, a scholarship program of the NYS Office of Children and Family Services and for the first time, you can complete and submit the application on line.  Just go to the link we have provided you below and follow the directions.  You can also download the application and submit it by mail.  You can also call us and we'll send you an application.  If you need help filling out this application we will help you do it here at our office.  We'll tell you what documents to bring and we'll help you through the process.

Another big change in the EIP scholarship is that eligible people can get up to $2,000 to help pay for courses.  This year, however, the amount awarded for each course will depend on your household income.  You can reveive 100% of the cost of the training, 75%, 50% or 25% according to the chart below:

The INFORMATION:  When you apply for a scholarship through EIP, you must have specific documentation to send with your application.  Here's what you need:

  • A copy of the front page of your federal tax form.  Usually this is a 1040, or 1040A or a 1040EZ.  This is very important and SUNY will not accept W-2 forms or other income documents.  If you are applying for a scholarship, make sure you have this front page from your federal tax form ready to go.  Right now you can use either your 2004 tax form or your 2005 form.  After April 15, however, you must use your 2005 form.

  • Your program license or registration number and expiration date.  This number is right on your program's license or registration.  If your license or registration has expired while you are in the process of renewing it, you'll have to get a letter from your licensor or registrar saying that you are in process of renewing.  Then you'll have to send that letter with your application.

  • Proof that you work in the child care program.  your proof of employment must be one of the options that is acceptable to SUNY, and here is their list:

For GROUP or FAMILY child care owners only:
1. A copy of current registration or license, or
2. A copy of recent CACFP check/stub or
3. A copy of recent LDSS/ACD check/stub for subsidized child care

For CHILD CARE CENTER, HEAD START, SCHOOL AGE child care and GROUP family staff:
1. A copy of a recent pay stub or
2. A letter of employment verification from Director, owner, CEO, or Board of Directors' Personnel Chair on letterhead

The ADVICE:

  • When you complete your 2006 federal tax form, make sure you keep a copy for yourself.  If you file electronically, make sure you have a paper copy to use for applying for an EIP scholarship.  If you don't have a copy of your tax form and need to get one, you can call the IRS Accounts office at 1-800-829-0922 and request a copy of your "transcript."  It will be mailed in 7-10 days.  You can also get a "summary" faxed to you.

  • Check up on your application to make sure it got to SUNY, that it is "in the system," that all necessary documents were received, and to find out whether or when your voucher was sent out to you.  You can do this on SUNY's website by clicking EIP Status and entering your social security number.  You'll be able to see exactly what's going on with your EIP application.

  • This scholarship is like money for you, and I learned from a wonderful financial counselor that "nobody cares about your money like you do."  So, make sure that you, personally, take charge of completing it.  Make sure that you, personally, watch for the scholarship voucher in the mail - it will be addressed to you personally!  This is your tax money working for you!
